The Zoning Board of Appeal on Tuesday approved plans by a Dorchester non-profit to build 15 affordable condos on what are now three city-owned vacant lots at Norfolk and Capen streets.

The Codman Square Community Development Corp. will build the condos at 11 Capen St. and 262 and 270 Norfolk St., under Boston's Welcome Home, Boston program, to convert city owned vacant and parking lots into housing.  The units, all with either two or three bedrooms, will be sold to people making up to between 80% and 100% of the Boston-area median income.

The development will have seven parking spaces, which would be allocated to condo owners by lottery once a year.

The buildings would surround a Codman Square CDC apartment building at 7 Capen St.
