Affordable apartments wrapped around Humboldt Avenue church win approval

The Zoning Board of Appeal on Tuesday approved plans for a four-story building with 26 affordable apartments to wrap around the Pleasant Hill Missionary Baptist Church at Humboldt Avenue and Waumbeck Street.

All of the units in the building, one- to three-bedroom apartments proposed by the church and the non-profit Nuestra Comunidad Development Corp., will be rented to people making up to 30% to 80% of the Boston area median income.

The church has owned the land, including a condemned retirement home, since the 1980s. In addition to variances for the new building, the board also had to approve the church's plan to reduce the size of its remaining lot to create more of a green buffer between the church and the new building.

The new building would have indoor storage for 26 bicycles - and seven car parking spaces. It would also have a community room and be topped by solar panels.

A liaison from the District 7 city councillor - who said she was from the "District 7 office" without mentioning the councilor's name - urged the board to defer action on the proposal because of complaints from residents about poor conditions and even "anti-social behavior" at other Nuestra buildings.

Diane Clark, director of real estate at Nuestra Comunidad, acknowledged problems at one of its buildings in Nubian Square, but said the group is working with its apartment management company to bring them under control.

The Boston Planning Department approved the proposal in June.
