The former head of elder services for the Boston Housing Authority was indicted last week for allegedly stealing thousands of dollars from the program. A Suffolk County grand jury indicted Alfred G. Davis, 70, of Lynn, on two counts of larceny over $250 and single counts of forgery and uttering.
The indictment came down after a multi-agency investigation.
Prosecutors allege that Davis, a 20-year employee of the BHA, was awarded a $105,000 grant in 2008 intended for health improvements for Boston seniors living in public housing, along with a $20,000 stipend for “his personal development as a community health leader,” according to a joint department release. He was the director of elder services for the BHA at the time.
Davis allegedly did not inform the housing authority of the grant funds, appropriating about $20,000 of the grant amount for personal use. Prosecutors said Davis used the philanthropic funds to pay for personal expenses, including travel expenses in Las Vegas, New Orleans, and Barbados; expensive meals; a mattress; virility supplements; and collectible coins.
“This defendant was a trusted member of the elder services community,” Suffolk County District Attorney Daniel F. Conley said in a prepared statement. “But rather than fulfilling the commitment he made to Boston’s seniors, he allegedly used his position of trust to cash in at the expense of vulnerable elders and the agencies dedicated to meeting their needs.”
Davis’s alleged misuse of the grant funds included $5,400 of personal ATM withdrawals; forging an invoice for a senior fitness program that was already funded, collecting $9,900; and receiving about $5,222 in travel and other reimbursements to which he was not entitled, officials said.
The Elder/Disabled Housing Division of the housing authority was eliminated as a result of the theft, its operations absorbed by other city departments, according to officials. Davis’s arraignment is not yet set.
