City issues $3,000 fine to Dix Street dumpers

Officials from the city’s Inspectional Services Department (ISD) have slapped a Mattapan man with a $3,000 fine after he was caught dumping yard waste on to a vacant property at 77 Dix St.

Officers with the Code Enforcement Police were walking through the neighborhood on the afternoon of March 20 when they saw Stephen Parsons and another person dumping yard waste out of a truck and onto the property. The vehicle, registered to Roy McKinnon of McKinnon Landscape, was seized and impounded.

Parsons told the Reporter this week that he went over with a co-worker who said he had an agreement with the manager of the property allowing dumping to occur.

“We went over there and we got caught dumping,” Parsons said simply. He said he will not contest the fine and added that McKinnon paid the fine in order to get his truck back.

CEP Chief Michael Mackan said officers don’t always catch dumpers in the act, adding that dumping “happens throughout the city.”

The Dix Street property, which is owned by a California resident, is considered a “problem property,” according to ISD. More than 100 tickets have been written at the address totaling over $7,000, including overdue fees.

In a separate incident, code enforcement officers found 20 to 30 tires dumped, along with two trucks, at the rear of 585 Ashmont Street. Officers wrote tickets hitting the owners with $400 in fines.
